Perspective on the public transportation payment system in São Paulo: a study on free transportation

Public transportation in the city of São Paulo is crucial for ensuring mobility and access to the social rights of citizens. Free transport has been an expanding policy; however, it faces challenges in the dissemination and understanding of eligibility criteria, resulting in underutilization by those who are entitled. The evolution of the payment system, from the use of manual tickets to digital ticketing, reflects efforts to make access more efficient and inclusive. This work analyzes the situation of free transport and the various payment methods, focusing on the public transportation system of the city of São Paulo, presenting the variations in paying users and free riders in 2023. A case study on free transport in São Paulo's system was conducted, utilizing a database provided by the City of São Paulo for the period from January to December 2023. The results showed the evolution of paying passengers and free riders during the analyzed period, distributed across the structural, articulating, and distribution transport systems. The data analysis revealed the complexity of the system, with over 1.4 billion passengers transported in 2023, including both paying users and beneficiaries of free transport.
