The purpose of this article is to present the impacts of the new Development and Zoning Plan-PDZ on the movement of liquid bulk in the Port of Santos. As the largest port complex in Latin America, moving around 30% of the Brazilian trade balance on average, it approved the new PDZ with the aim of increasing operational efficiency. The methodology applied for the development of this work has as priority bibliographic research, and studies that refer to port management, from the identification of a problem that has a direct relationship with the PDZ, in the context of port management and the search for a viable solution. In this perspective, the main changes presented in the scope of the PDZ are limited to leasing, through auction of three areas, for which it is believed to be possible to mitigate the current deficit in the handling capacity of this bulk. It is concluded that the impact is significant, but not enough to suppress the growing demand for bulk handling at the Port of Santos.
